Individual County Adoption Assistance Payment Rates
In November, I summarized monthly Title IV-E Adoption Assistance payments for all 88 Ohio Counties, made in October, 2022. As reported by the Ohio Department of Job and Family Services,
17,142 Ohio children received Adoption Assistance payments.
572 Ohio children received $0 payment, indicating that they were potentially eligible for a negotiated adoption assistance payment in the future.
The Median Adoption Assistance Payment was $500.
The Mean (Average) Adoption Assistance Payment was $563.
1,677 children received Adoption Assistance Payments of $1,000 or more.

This small snapshot raises some interesting questions that are worth exploring throughout 2023. How large is the disparity in adoption assistance payments between large and small counties in Ohio? How will the increase in the state’s financial participation in adoption assistance affect adoption assistance payments this year?
NOTE: Warren County’s large number of $0 payments and its 35 payments under $250 a month reflect the situation prior to a successful class action law suit filed by adoptive families in 2018 - 19. It appears that adoption assistance payments have increased significantly since then.
