Follow-up; Enhanced Federal Financial Participation in Ohio Adoption Assistance Payments January Through December 2023.

In “Breaking News! Ohio Raises State's Financial Participation in IV-E Adoption Assistance Program,” I wrote that the federal portion of adoption assistance payments would be at least 63.58% until September 30, 2023. I was uncertain about whether additional “enhanced” Covid related funding would be extended.
Thanks to Alicia Allen at the Ohio Department of Job and Family Services, I have an answer. 2023 will include enhanced Federal Financial Participation, but at a declining rate. “Breaking News! Ohio Raises State's Financial Participation in IV-E Adoption Assistance Program,” explains the federal, state and county shares of each monthly adoption assistance payment. The upshot is in 2023, feds and state will pay a larger share of each payment and the counties will pay less! This should affect the negotiation of adoption assistance payment agreements.
For 2023, the normal federal funding rate of 63.58% will be “enhanced” as follows.
January – March 2023 – 6.2%. FFP 69.78%
April - June 2023 - 5%. FFP 68.59%
July - September 2023. - 2.5%. FFP 66.08%
October - December 2023 - 1.5%. FFP 65.08%
