Federal, State and County Financial Participation Rates in Adoption Assistance October 1, 2019 to September 30, 2020
Family, Children and Adult Services Procedure Letter (FCASPL) No. 346, issued by the Ohio Department of Job and Family Services ODJFS on September 12, 2019 announced a change in federal financial participation (FFP) payment rates for federal Title IV-E Adoption Assistance and Foster Care Maintenance Payment rates. The new FFP rates for Federal Fiscal Year 2020, extending from October 1, 2019 through September 30, 2020 will be 63.02%. The non-federal state and county financial participation rates will be 36.98% Federal Fiscal 2020, (October 1, 2019 through September 30, 2020.
As readers will recall, the first portion of a federal Title IV-E Adoption Assistance payment of up to $250 per month is covered entirely by federal and state funds. The county is responsible for the non-federal portion of any adoption assistance payment over $250 up to the child’s foster care payment rate.
